|Insurance agreement reached; belt-tightening ahead|

After negotiating for nearly seven months behind closed doors, the City of Harrison and its three unions have reached an agreement on a health insurance plan but the settlement will show up in the city’s 2013 general fund budget in several ways.
Mayor Joel McGuire said Harrison’s unionized workers will keep the “Cadillac plan,” but council members and administration officials now are cutting budgets over 2012 amounts to ensure the cash is there.
Council is expected to vote on the budget in December in the aftermath of a 45 percent insurance cost hike that clobbered the city and union employees in April.
